PILED ON THE GROUND BY THE CONTAINER. ALSO, THE GARBAGE LID IS NOT COMPLETELY CLOSED, AND A BLACK GARBAGE BAG IS HANGING HALF OUTSIDE OF THE CONTAINERS WITH GARBAGE IN IT. PRIORITY FOUNDATION VIOLATION 7-38-020(B) CITATION ISSUED.
