Observed garbage dumpster with overflowing garbage, lids completely elevated and will not closed, due food and various paper debris overflowing from dumpster, and lids not tight fitting. Instructed to keep garbage area cleaned, maintained and rodent and insect proofed to prevent rodent nuisance and have lids closed and tight fitting at all times. Serious citation issued 7-38-020.
